Apparently, Mr. Clodfelter was operating under the assumption that a former lawmaker who recently left office, but nonetheless seeks to lobby his former colleagues in the legislature, can do an end-run around [the law’s] clear prohibition on such activity by simply claiming, without bothering to provide even one piece of supporting material, that someone else did the literal speaking and someone else was formally paid for the lobbying activity – here, his wife.
